You can not use Firefox or anything else cause all the connection is sucked by Transmission. I tried Stefano's solution because I want to keep only gnom apps.
Then I did your test and it didn't slow Opera at all. Maybe that was the proble for me. However I also noticed that transmission never start downloads immediatly, this is not a big problem to me. The routers on the Internet do not allocate any resources that are persistent while the connection is active, they just forward the IP-packages. Seems to work okay for now. I found a solution that worked for me. I'm using XP SP3 with a 3rd party firewall and router with the right ports. I also did the speed issue checklist but that was no good. I noticed my firewall was blocking an active windows driver while utorrent was online. I unblocked it then Voila! My internet and torrent are now working great. I'm not to sure how utorrent is affiliated with this driver or if any.

Also, if I attempt to load a site for the first time it may not work, but after it has successfully loaded once, the site will not have the problem again. And clear your browser cache, flush the machine DNS cache and power cycle your router with a two minute off period. Just an update in case anyone reads this.
